So why does it take my modern, 32 core + 128GB DDR5 Ram + 4090 computer literal seconds to perform a trivial operation such as resizing an image to be under 4MB so i can post it to this fucking website?
The code is written in Rust even.
It's absolutely something systemic too because convert on debian is slow as balls as well taking several seconds to convert a simple image
I expect a modern system to be able to resize hundreds of images per second. Am i crazy?

Might be written to be single threaded. But even then you would expect it to be faster with modern clock speeds. A lot of stuff these days is only optimized until it is "decent enough".
Is it open source? If so, you could look at the code yourself.

Why would you allow anything written in rust to be on your computer in the first place?
